Sanctions are a propaganda weapon
Sanctions are typically discussed as a form of siege warfare and a regime change mechanism. However, sanctions never actually accomplish the state goal of regime change. What sanctions do accomplish is convincing domestic public that alternative systems produce undesirable outcomes by immiserating the vulnerable people in the targeted nation.
