Uhhh how so? Deng still maintained a dictatorship of the proletariat; the CPC then was and is still in power and maintains good control of important national industries.
Without taking in foreign capital; china would have taken a lot longer to develop out of feudalism.

Think about it. Ma Qi is a Muslim and most Uyghurs are Muslim (racist connection, I know, but they would totally try to make that one). They would probably create propaganda whining about how Ma Qi was the "rEaL liBErAtOr" of the Uyghur people.
Xinjiang under Sheng got support from the Soviet Union; has always been home to the Uyghur people; and gets mentioned for "hUmAn RiGhTs AbUsEs"; but I don't see *any* mention of Xinjiang under Sheng Shicai, only of Xi Jinping.
